11 July 2019 TC 6-02.1 1-1 Chapter 1 The Operational Challenge OPERATIONAL CONTEXT THE EMERGING OPERATIONAL ENVIRONMENT 1-1. The character of war is evolving. War in the emerging operational environment (OE) will be fought against adversaries across multiple domains, including the electromagnetic spectrum, and U.S. dominance will not be assured. Adversaries will challenge U.S. force projection via layers of political, military, economic, and cyber standoff and will attempt to divide the Army from its joint and coalition partners. Army forces will have to conduct operations in dense urban areas with complex socio-economic structures. Enemy forces will use complex terrain to pose increased threats to force protection, put innocent civilians at risk, and blame collateral damage on the Army. 1-2.
