As Lieutenant General Flynn has noted in his foreword, this publication describes the Chaplain Corps' philosophy for delivering religious ministry to the Marine Corps. This ministry is made possible by the partnership formed between the United States Marine Corps and the United States Navy Chaplain Corps, forged in freedom and tempered in the adversities faced together over two centuries of chaplains serving with Marines. This publication reflects the next steps in this partnership as the Department of the Navy Strategic Plan for Religious Ministry is implemented. The Commandant of the Marine Corps endorsed this plan in his September 2007 letter (appendix A of this publication), validating our core capabilities, and tasking the Chaplain Corps with transforming this plan into action on the ground.
