CHAPTER 1. UNDERSTANDING SECURITY COOPERATION IN A STRATEGIC CONTEXT SECURITY COOPERATION AS AN ENABLER OF STRATEGY The increasingly complex security environment, defined by strategic competition and state and non-state adversaries using indirect, non-attributable and asymmetric means, requires combined operations with allies and partners. The Marine Corps shapes the security environment through SC to expand regional access and increase interoperability with select allies and partners.
