i 1. Scope This publication provides overarching guidance and principles governing the planning of campaigns at the combatant command and subordinate joint force levels. It focuses on the methodology for translating national and theater strategy into planning actions required to design and synchronize a campaign plan. It describes joint campaign planning across the full range of military operations at the strategic and operational levels of war. It discusses campaign planning within the context of the Joint Operation Planning and Execution System and guides planners to necessary planning references. 2. Purpose This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff.
