Scope This publication provides operational and organizational guidelines and establishes a framework for the planning and execution of joint conventional and unconventional evasion and recovery operations. It also provides specific guidance on joint tactics, techniques, and procedures (JTTP) for the conduct of certain aspects of these operations. This publication contains material common to all the Services which can be used as source material for indoctrination, briefing, training, and operational programs at all levels. It is derived primarily from Department of State policies, Office of the Secretary of Defense directives, Joint Chiefs of Staff (JCS) decisions, and policies and guidance developed by the JCS Executive Agent and the individual Services.
