i 1. Scope This publication provides guidance for joint special operations (SO) targeting and mission planning. It builds on the foundation of joint SO, targeting, and planning doctrine. It discusses SO operational mission criteria with regard to joint planning and targeting, and describes the methodology for integrating SO into the supported commander's targeting and planning processes. A major part of this publication discusses the SO deliberate and crisis action planning processes. It also includes discussions on: delineation of authority and responsibilities; SO target criteria and considerations; SO integration at the theater and subordinate joint force levels; and mission analysis procedures. 2. Purpose This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff.
