Section I. GENERAL 1. Purpose The purpose of this manual is to provide military personnel with basic doctrine relative to the tech- niques of operating an inland waterways service and to set forth the capabilities of inland waterway trans- portation. 2. Scope This manual describes the organization, utilization, and operation of inland waterways systems in the- aters of operation. To transportation planners it presents the capabilities and characteristics of this mode of transportation so that they may free faster modes of transport for movement of high priority cargoes.
