1. Purpose and Scope This manual is published for the use of all personnel concerned with civil affairs/military government (CAMG) operations. It. is intended for use in conjunction with FM 27-5 and FM 41-15. It is generally applicable to situations of combat or anticipated combat and contains techniques and procedures employed by CAMG staff sections and units, as integral parts of the Army in the field, in planning, conducting, and supervising CAMG activities; in controlling populations; providing maximum support to military operations; fulfilling international obligations; and furthering the national policies of the United States. The material presented herein is applicable without modification to both atomic and nonatomic warfare. 2.
