WAR DEPARTMENT, WASHINGTON, September 18, 1941. FM 31-15, Basic Field Manual, Operations in Snow and Extreme Cold, is published for the information and guidance of all concerned. This manual deals primarily with the special conditions confronting troops in snow and extreme cold and the special measures required to meet those conditions satisfactorily. Four major problems present themselves for solution in operations in snow and extreme cold: a. Keeping men and animals warm. b. Moving troops across snow and ice. c. Transporting and preserving supplies and equipment. d. Preventing the malfunctioning of weapons, instruments, engines, and other equipment due to cold. The satisfactory solution of these problems enables the energetic commander to apply effectively the basic tactical doctrines of combat.
