1-1. General. a. The Soviet Union maintains a very large "army" or Ground Forces in active service. Numbering some two million officers and enlisted personnel, the Soviet Ground Forces are about twice the size of the US Army and Marine Corps combined. In addition to size, the Soviet Ground Forces also are noted for having received large quantities of modern, high-firepower weapons during the past few years. b. Despite the recent growth of the Soviet Strategic Rocket Forces and the Navy, the Soviet leadership still considers the Ground Forces to be of major importance to the national security and other goals of the Soviet State and Communist Party. Those goals are to be accomplished by direct use of military power and by more subtle means as well.
