1. Purpose and Scope a. This manual is a guide for the use of all Armed Forces Censorship personnel engaged in the censorship of personal communications of those persons in, serving with, or accom- panying the Armed Forces of the United States. It supplements the joint regulations AR 380-200/OPNAVINST 5530.6 (series)/ AFR 205-30. Procedures and mechanics set forth herein are designed to achieve uniformity in the application of censorship regulations for all persons subject to Armed Forces Censor- ship. b. This manual provides guidance relative to the establishment and operation of all phases of both primary and secondary censorship.
