Chapter 1 GENERAL 1. PURPOSE. This manual is designed to furnish a guide for officers and enlisted men assigned the mission of patrolling civil communities, and is limited to those principles and techniques which they must know and apply. Military police much discharge their duties in a friendly, helpful manner, impartially and justly. Too rigid police supervision is detrimental to morale, and tends to cause friction between the military police and troops. The War Department is not concerned with the manner in which a soldier utilizes his free time while on pass or furlough and does not seek to exercise control over him, provided that his actions are not such as to reflect discredit on the military service, and are not detrimental to his health and welfare. 2.
