ATP 4-71 describes the Army contracting support brigade and subordinate elements' role, organization, and operations in support of the Army's operational concept multidomain operations. This revision is an update to ATP 4-71 published 4 June 2021. Operational contract support (OCS) is the process of planning for and obtaining supplies, services, and construction from commercial sources in support of combatant commander-directed operations. While varying in scope and scale, OCS, and its subset of expeditionary contracting capability, is a critical force multiplier in large-scale combat operations that provides flexible support and sustainment options to commanders, especially during competition and return to competition (post conflict) operations.
