Since World War II, U. S. defense policy requires the Army to maintain the capability to occupy enemy territory and provide for the establishment of military government. Department of Defense policy also directs the responsibility of establishment and conduct of military government to Civil Affairs. However, the Army has not fully exercised the use of military government since World War II. With the focus of the U. S. military shifting to winning in large-scale combat operations, the difficulty is answering the question: "What do we do after the enemy is defeated and military forces are required to execute military government?" Civil Affairs enables a commander to fulfill the military contribution to transitional governance through military government operations.
