The United States faces a rapidly evolving and dynamic threat environment that includes adversaries with weapons of mass destruction (WMD). This publication has been revised to reflect the current Department of War (DoW) policy for countering WMD. The previous revision of AFDP 3-40 focused primarily on counterterrorism and counterinsurgency operations and the management of risks emanating from hostile, fragile, or failed states and safe havens. Although this threat remains, the increased risk of chemical, biological, radiological, or nuclear (CBRN) exposure from global competitors to the United States, our allies, and our partners warrants greater attention.
