Air Force Doctrine Publication (AFDP) 3-34, Engineer Operations, recognizes that from the beginning of military aviation, engineers have ensured airfields, facilities, and infrastructure set the conditions for airpower to achieve operational dominance. This publication also guides the United States Air Force (USAF) Civil Engineer (CE) enterprise in a new reality where operating in contested, degraded, and operationally limited environments is a primary concern. In this complex world, installations remain the power projection platforms (PPP) from which the USAF employs airpower. Engineers are critical because they build, maintain, and recover those installations.
