Today's global landscape presents complex security challenges, demanding adaptable approaches to foreign internal defense (FID). This publication provides the United States Air Force (USAF) framework for assisting host nations (HNs) against an evolving array of threats, including subversion, insurgency, and terrorism, by integrating all instruments of national power. USAF FID activities support a state's right to maintain internal order and are conducted with the mutual consent of both the United States (US) and HN governments. The core principle is working "by, with, and through" our foreign partners to build their security capacity. All FID operations require appropriate legal authority and a clear exit strategy that leaves a legitimate government in place with sufficient means to address its own security threats.
